A National Monument is the same as a National Park except the President of the United States can quickly declare an area of the United States to be a National Monument without approval from Congress.
The power to grant National Monuments came from Theodore Roosevelt who declared Devils Tower[?] as the very first National Monument. He thought congress was moving too slow and it would be ruined by the time they got around to making it a National Park. United States National Monuments:
