He was the executive director of Mahoning County Drug Program, Inc. from 1971-1981, sheriff of Mahoning County from 1981-1985, and elected as a Democrat to the Ninety-ninth and to the eight succeeding Congresses (January 3, 1985-July 24, 2002). He was expelled from the House of Representatives due to his conviction on corruption charges.
